Do You Need a Permit to Remodel in Cypress? Harris County vs. the City of Houston

Most of Cypress is unincorporated Harris County, where interior remodels generally need no building permit. But your address decides, and city limits change the answer.

This question gets answered wrong in both directions in Cypress. Some homeowners assume every remodel needs a city permit and budget for a process that may not apply to them. Others assume nothing ever needs a permit and get an unpleasant surprise, usually at resale or during an insurance claim.

The answer depends on one thing, and it is not the size of your project. It is your address. Specifically, whether your house sits inside a city’s limits or in unincorporated Harris County. Those are two different worlds with different rules, and houses on the same road can fall on different sides of the line.

Here is how it actually works, and how to check your own address rather than trusting a neighbor.

The short version

Most of Cypress is unincorporated Harris County. Harris County has no adopted residential building code for its unincorporated areas, so interior kitchen, bath and flooring work generally does not trigger a county building permit.

That is the reason your neighbor remodeled her kitchen without ever calling anyone, and she was not doing anything wrong.

Inside city limits, permits do apply. If your address falls within the City of Houston, Jersey Village, Tomball or Katy, those cities have adopted codes and permit requirements, and a kitchen or bath remodel that touches plumbing, electrical or structure will generally need one.

Trade licensing applies everywhere. No building permit does not mean no rules. Plumbing is licensed by the Texas State Board of Plumbing Examiners and electrical by the Texas Department of Licensing and Regulation, statewide, regardless of what county you are in.

Verify your own address. Do not rely on this article, your neighbor, or a contractor’s memory. Cypress is not a city and has no single boundary, city limits are irregular, and annexation happens. Harris County Permits is at 713-274-3232, and they will tell you what applies to your parcel.

Why Harris County works this way

Texas counties have limited regulatory authority compared to cities. Unincorporated Harris County has no adopted residential building code, which is why a homeowner in an unincorporated subdivision can gut a kitchen without a building permit or an inspection.

What that means in practice is that in most of Cypress, nobody from the county is coming to look at your work. There is no inspector who will catch a bad framing job or an undersized circuit. The quality of your remodel is entirely a function of who you hired.

That cuts both ways. It saves you fees and weeks of waiting, which is real. It also removes the only outside check on the work, which is exactly why the vetting conversation matters more here than it does in a city. How to tell whether a contractor will actually do what they said is the piece that fills that gap.

There are also specific situations that can pull in other reviews even outside a city, including septic systems, floodplain requirements and work in certain districts. If your project involves any of those, ask directly rather than assuming.

What changes inside a city

If your house is inside the City of Houston, Jersey Village, Tomball or Katy, expect a permit process for most remodel work beyond cosmetic finishes.

Generally that means plumbing changes, electrical changes, gas work, structural changes and window or door openings will require permits and inspections. Swapping a faucet or painting cabinets generally will not.

The practical effects are time and sequence. Permits take time to issue and inspections have to be scheduled at specific points, which means your job cannot simply move at the pace of the crew. The two mistakes that cost real money

Assuming a permit is not needed when your address says otherwise. Unpermitted work inside a city can surface at resale, when a buyer’s inspector or the title process raises it, and it can complicate an insurance claim. Retroactive permitting is more expensive and more painful than doing it in order, and sometimes it means opening finished work.

Letting no permit mean no standards. In unincorporated Harris County, nothing external is checking whether the gas line was run by a licensed plumber or whether that dedicated circuit is sized correctly. A gas line run for a range here costs $400 to $1,100 and a dedicated 20 amp circuit runs $250 to $900. Those are not amounts worth saving by using someone unlicensed, because the failure modes involve fire and water.

Texas also has no statewide general contractor license. Anyone can print cards and call themselves a remodeler tomorrow. So in a jurisdiction with no permit and no inspection, the license numbers of the trades doing the licensed work are one of the few verifiable facts available to you. Ask for them and check them.

What to actually do this week

Confirm your jurisdiction. Call Harris County Permits at 713-274-3232 with your address, or check with the city you think you might be in. Ten minutes of confirmation beats an assumption.

Ask every contractor bidding your job what they believe applies at your address and how they know. A contractor who answers with a shrug or with universal confidence and no reference to your specific address has not checked.

If permits do apply, ask who pulls them. The answer should be the contractor, in their name, not yours. A contractor who asks the homeowner to pull the permit is transferring liability to you, and that is a meaningful signal about how the rest of the job will go.
